研究背景:有鑑於國內法令皆規定對身心障礙學童教育之診斷教學工作,應以專業團隊合作進行爲原則,爲使身心障礙學童可得到跨教育與醫療之專業國隊服務,作者等人乃在台北縣教育局委託下,結合相關學會進行此三年之研究計畫。目的:探討台灣地區教育系統中專業國隊服務可行之模式與其成果。方法:於1995學年度至1997學年度,由研究者邀集相關專業團體提供身心障礙學童所需之服務,並事先規畫與協商合作模式與流程,設計成果指標,逐年進行成果評量並檢討與修正團隊服務之內容。服務之對象以在家教育學童爲主,但亦包括啓智班、資源班與普通班學童。結果:台灣地區特殊教育系統之專業團隊合作服務確實可行,其合作模式可視身心障礙學童之需求,爲「跨專業國隊模式」(trans-disciplinary team model)或「合作式專業團隊模式」(collaborative team model)。針對在家教育學童,以在家教育老師爲主要服務提供者之「跨專業國隊模式」確實可行。本計畫成果包括促進學童功能、提升安置轉介比率、提升身心障礙學童個別化教育計畫擬訂與執行比率、有良好之長短期目標達成率與家長滿意度、提昇專業人員之共識與服務品質。然相關法規、專業人力及專業合作之成效與品質仍需加強,且須長期推動,各地方應成立合作良好之專業團隊爲身心障礙學童服務。
To fulfill the regulation of special education law, the government should provide the multidisciplinary team services for the students with special needs. There was few team service model for the special students in Taiwan. Purposes: To investigate the possibility of team services in education system in Taiwan and to evaluate the outcomes of such services. Methods: from 1995 to 1998, related professional associations were invited to provide the related services. The team models, service procedure and outcome measures were designed and reevaluated during the study period. The students who received the services were mainly students educated at home. Some special students educated at regular classes, special classes or resource classes were also included in this study. Results: The team services are feasible in Taipei County. To match the needs of the special students, the collaborative team model or the trans-disciplinary team model can be used. After providing team services, the functions of the special students improved and, the successful rate to transfer the special students to least restrictive educational environment increased. The complete and reaching rate of individualized educational program also increased. There were good parents' satisfactions to this program. The professional personnel felt increasing service quality and common consensus for the special students. Conclusion: To build a better team services for the special students in Taiwan, the authors suggested ameliorating the existed regulation and operating system, to increase the professional manpower and ability, to promote the quality and efficacy of team services, and to set team approach into action over a long period of time.
