基隆河長年承受台北市大量廢污水之排入,造成嚴重的河川污染問題,不僅降低台北市民眾的生活環境品質;喪失原有的河川生態與休閒空間,髒亂與惡臭的景象也嚴重破壞台北市的國際形象。民國75年二仁溪口爆發「綠牡蠣事件」,促使行政院通過「台灣地區水污染防治近程改善措施」,明訂優先辦理基隆河和二仁溪的污染整治工作,進行基隆河污染整治示範計畫。民國76年環保團體發動百萬人簽名運動,要求政府改善淡水河系之水污染,環保署因而在77年提出「淡水河系污染整治計畫先期工程」,預定以約400億的經費在民國80年達成淡水河系各河段在旱季無缺氧發臭的第一期目標。由於規劃倉促,經驗不足,不僅第一期目標達成時程一再跳票,若干曾被提出討論的問題也逐一浮現,目前第一期工程雖已完成,八里污水廠污水通量也達132萬噸/日,但從基隆河水質分析數據來看,先期工程的第一期目標恐仍未達成。
The Keelung River has sustained a huge amount of sewage discharged from Taipei City for years, which resulted serious river pollution problems. Not only reduce the living environmental qualities of Taipei's residents, loss its original river ecology and entertainment space for people, but seriously affected the impression of Taipei City from other countries in the world by its filthy and stench circumstance. In 1986, the Green Oyster Event of the Erh-Jen River, urged the Executive Yuan to pass "The short term improvement policy of water pollution control in Taiwan territory"; it specified the priority of handling the river pollution control construction for the Keelung River and the Erh-Jen River, and proceeded with demonstrational project in the Keelung River in the mean time. In 1987, some environmental protection communities started a million people signature activity to request the government to improve the water pollution problem of the Tansui River. Therefore, the EPA had raised "The foremost construction of pollution control and rebuild for the Tansui River", and had reserved the funds of 40 billion NT dollars to complete the first phase of which goal is that no longer stench and dissolved oxygen level could be maintained at 1.0 mg/L in the Tansui River and its tributaries at dry season by 1991. Due to a harried planning and in experiences, the first phase of goal was delayed again and again, several other problems been addressed to discuss had also gradually appeared. Although it has been completed in construction aspect, the flowrate of sewage of Pali sewage treatment plant also reaches 1,320,000 tons/per day; whereas, according to the water quality analysis data of the Keelung River, the real target of the first phase of construction has not been achieved yet.
